What the reason descend in warm down ?

Swim down:
18 x 50 Fins as odd: fly or breast descend 1.-3. – even: back or free (6 beat kick) @ 00:50
2 rounds of the following:
50 Choice Fins & Paddles FAST
150 Choice Fins & Paddles as 25 kick, 25 swim
